The pattern: every component keeps copy in swappable strings keyed by BCP-47 code (en, hi, mr, ta, bn… — the Polyglot language list). Layouts use flexible boxes, never fixed text widths; fonts (Cormorant Garamond + Inter) cover Latin and Devanagari; every block carries a lang attribute so screen readers switch voices. No text lives inside images.

The level chip joins the provenance footer (09), beside hash and license — declared up front when the task is set, restated at render. On cards and study packs it sits in the meta row, same size as the license chip.
Binding: the level labels the task, never the person — there is no “level-5 learner”, and a level is never a score. Declared before the work begins; changing it later is a supersede, never an overwrite. At every level the human presses every mark — machine assists only point, and AI never sits on the verification ladder (09).

An alias never travels alone: the same word names different contracts across borders. LOFL artifacts spell the three parameters first and let the local name ride beside as a dashed pill — vocabulary declared, never assumed (10).

One ring-fenced company · the SPV

The private side of a PPP is a special-purpose vehicle — a dedicated company holding the contract's assets and liabilities, segregated from everything else its owners do. Accounting consolidates by control of use, not ownership (IPSAS) — another reason the spelled parameters beat the local name.

Payment follows performance

Whoever pays — users, government, or both — payment is contingent on performance: availability at spec, volumes delivered. Sustained shortfall ends the contract, and quitting is priced to never be the easy exit. evidence-first, wearing a contract
