The number is a state's CSR spend for FY 2023-24 divided by how many multidimensionally poor people live there (NITI Aayog MPI × 2023 population). The fairness score sets a state's share of the CSR money against its share of India's poor. A score of 1.0 would mean the two match exactly. Full method and table.
